Mark Francis

Mark Francis is a tech and data partner at the law firm Holland & Knight LLP in New York, with a practice spanning legal compliance, investigations, litigation, and a wide array of transactions. He frequently counsels clients in response to data breaches and other incidents, guiding them through internal investigations, regulatory inquiries, and legal disputes.
Mark is the designated outside data breach counsel (i.e., breach coach) to a number of high-profile organizations, including two large hospital systems, a major bank, multiple insurance carriers and a large national retailer. He has handled hundreds of security incidents, working with clients, forensic investigators, federal law enforcement and others on a variety of matters.
Mark has a unique ability to navigate complex legal and technical issues during cyber incidents, in part due to a background that includes a computer science degree and accreditation as a Certified Ethical Hacker (CEH), Certified Information Systems Security Professional (CISSP) and IAPP Fellow of Information Privacy. Mark recently served as a special government employee on the U.S. Department of Homeland Security (DHS) Data Privacy and Integrity Advisory Committee (DPIAC).
